Comprehensive Standard 3.2.9: Faculty/Staff Appointment

The institution defines and publishes policies regarding appointment and employment of faculty and staff.

NARRATIVE 

The University of South Florida Sarasota-Manatee (USF Sarasota-Manatee) defines and publishes policies regarding appointment and employment of faculty and staff in accordance with Florida law, Florida Board of Governors’ regulations, and USF System policy. Please note that USF System policies apply to all three USF System institutions: USF in Tampa, USF St. Petersburg, and USF Sarasota-Manatee. Each of the three holds separate SACSCOC accreditation; thus, USF System policies serve for all “local/campus” policies although local procedures may vary.

Section 1001.706 (6a) of the Florida Statutes mandates that the Board of Governors, or its  designee, shall establish the personnel program for all employees of a state university. Florida Board of Governors (BOG) USF System Regulation 1.001 (5a) details the powers and duties of university boards of trustees, giving university boards the powers and duties necessary and appropriate for the direction, operation, management, and accountability of the university. Under this BOG regulation, university boards of trustees shall

provide for the establishment of the personnel program for all the employees of the university, including the president, which may include but is not limited to: compensation and other conditions of employment, recruitment and selection, non-reappointment, standards for performance and conduct, evaluation, benefits and hours of work, leave policies, recognition and awards, inventions and works, travel, learning opportunities, exchange programs, academic freedom and responsibility, promotion, assignment, demotion, transfer, tenure, and permanent status, ethical obligations and conflicts of interest, restrictive covenants, disciplinary actions, complaints, appeals and grievance procedures, and separation and termination from employment. To the extent allowed by law, university employees shall continue to be able to participate in the state group insurance programs and the state retirement systems

The Regional Chancellor has authority for hiring personnel, including faculty and staff, at USF Sarasota-Manatee as provided in the Memorandum of Delegation of 2009. Two professionals work in Human Resources at USF Sarasota-Manatee and serve as liaisons to the Division of Human Resources within the USF System.

USF Sarasota-Manatee adheres to USF System regulations, policies, and procedures regarding faculty and staff employment, as Human Resources functions are system-wide. Regulation and policy development within the USF System is defined in USF System Policy 0-001. The document entitled, “Guidelines and Procedures for USF System Regulation and Policy Development” further outlines the process of development, including steps and a template.

According to USF System Policy 0-002, the official copy of the USF System Policies and Procedure Manual is the copy consisting of the originally signed copies of the documents. The General Counsel bears the responsibility for keeping the official copy.The General Counsel’s website posts all USF System Regulations and Policies on its Index page. USF Regulations 10.102 (Faculty) and USF System Regulation 10.201 (Staff) define the provisions for the recruitment, selection, and appointment of USF Sarasota-Manatee employees. The Human Resources website posts Personnel Regulations that are pertinent to all employees, faculty only, and staff only. USF System Regulations 10.207 (Staff) and USF System Regulation 10.108 (Faculty) establish requirements for performance evaluations. The report for Comprehensive Standard 3.2.1 (CEO Evaluation/Selection) describes the process for the evaluation of the Regional Chancellor. The report for Comprehensive Standard 3.7.2(Faculty Evaluation) describes the process for the evaluation of faculty. The report for Comprehensive Standard 3.2.10 describes the process for the evaluation of academic and non-academic administrative staff.

USF Policy 0-007, Diversity and Equal Opportunity: Discrimination and Harassment, recognizes that the USF System is a diverse community that values and expects respect and fair treatment of all people. USF Sarasota-Manatee’s faculty members developed University-wide Tenure and Promotion Guidelines and Procedures that follow the USF System Tenure and Promotion Guidelines. In turn, each College at USF Sarasota-Manatee developed guidelines for the faculty: Arts & Sciences Tenure and Promotion, Business Tenure and Promotion, Education Tenure and Promotion, and Hospitality and Tourism Leadership Tenure and Promotion. In 2014-15, USF Sarasota-Manatee followed its Guidelines, with four faculty members promoted to associate professor, four granted tenure, and one reviewed at the mid-tenure point. In addition, one new faculty member was brought in with tenure on condition of employment.

USF Sarasota-Manatee also follows all provisions of the collective bargaining agreements posted on the USF Human Resources Website, including the USF/United Faculty of Florida (UFF) Collective Bargaining Agreement, the AFSCME Collective Bargaining Agreement, and the Graduate Assistants United (GAU) Collective Bargaining Agreement.
